Animated and Electronic Signage

A Planning Permit may be required to erect or display signage. Clause 52.05 of the relevant Planning Scheme sets out the different planning permit requirements for sign/s.

Referral to the Head, TfV – Animated and electronic signage

An application for an animated and/or electronic sign within 60 metres of a freeway or arterial road will be referred to the Head, Transport for Victoria (Head, TfV) in accordance with Clause 52.05-3 of the relevant Planning Scheme.

Why is the Head, TfV a Determining Referral Authority for some signage applications?

The Head, TfV has an obligation under the Transport Integration Act 2010(opens in a new window) to ensure the State Transport System is efficient and safe for all users.

Driver distraction is an identified safety hazard for road users. To ensure the safety of all transport users, the Head, TfV assesses relevant signage applications to ensure the location and operation of the sign/s are acceptable.

Considerations for animated/electronic signage

All referrals are assessed on their merits, taking into account the proposal, the local context, and the surrounding transport network.

In its assessment, the Head, TfV will consider and ensure the proposal will ensure a safe and efficient State Transport System.

When assessing applications for electronic and/or animated signage, DTP Officers on behalf of the Head, TfV may consider the following factors (among others):

  • Location and orientation of the proposal
  • Luminance
  • Surrounding transport network and local context, including existing traffic instruction signage
  • Impact to road safety
  • Impact to efficiency of the State Transport System
