Guidelines for a Responsible Entity Risk, Consequence and Contingency Plan

This section provides information about the introduction of new regulatory controls for risk management of the waste, recycling and resource recovery sector. It outlines how the Guidelines have been developed, to whom they apply and how they are to be used.

The Guidelines adopt a principles-based approach and provide waste, recycling and resource recovery sector participants with practical information on:

• becoming a responsible entity
• preparing a RERCC Plan 
• submitting a Statement of Assurance and Attestation.

This section outlines how Recycling Victoria will store and manage information provided by responsible entities, in accordance with Victorian Government guidelines for information and assets security.

This section outlines the process to self-assess as a responsible entity, including how to apply information supplied in the CERCC Plan and the regulations. The responsible entity self-assessment procedure provided in the Guidelines will assist sector participants to determine if they are a responsible entity.

This section outlines how to develop a RERCC Plan using relevant risk concepts. It guides responsible entities on the mandatory requirements to ensure compliance.

Optional templates for a RERCC Plan and a risk register, both containing examples, are available for download above.

This section outlines what constitutes a Statement of Assurance, including an attestation, the mandatory requirements and annual submission dates.

The Statement of Assurance and attestation must be made and submitted to RVResponsible.Entity@deeca.vic.gov.au. You may use the optional template available for download above.

The appendices contain key information and forms such as:

• a table of prescribed essential waste, recycling or resource recovery services under the regulations (Appendix 1)
• a form for responsible entities to notify Recycling Victoria they are or are ceasing to be a responsible entity (Appendix 2). You can also download this form separately from Optional templates above
• a map of declared waste, recycling and resource recovery regions (Appendix 3).
