Victoria’s road safety cameras are checked thoroughly and frequently to make sure they are accurate and safe. All tests are done by independent officers.

What we test
Independent testing officers check that:
- cameras detect offences correctly, including speed calculation units
- all equipment in the camera system works correctly.
Victoria’s road safety camera testing program exceeds the standards required by law. This means Victoria is a leader in Australia and overseas. Extra tests are done on-site by our independent testing services providers and include:
- using infrared speed measuring systems to double check the accuracy of the camera system
- checking the electrical performance of road sensors to ensure the sensors are functioning correctly.
Testing by both the independent testing officer and the testing services providers ensures that camera systems are accurate and meet the requirements in the Road Safety (General) Regulations 2019(opens in a new window).
Fixed digital road safety cameras
All new fixed digital road safety cameras must pass strict site acceptance testing before they are turned on for enforcement.
This includes checking:
- the camera
- the camera hardware
- the camera’s electrical parts
- the camera’s software administrative programs
- offence image assessments
- environmentally, where the camera is located.
Fixed digital road safety cameras are installed throughout the Victorian road network. Some of these cameras are mounted on poles on the side of the road, while others may be mounted on bridges or gantries above the road.
Both the camera and its site must meet all requirements before being approved for enforcement.
Once approved for enforcement, all cameras are regularly tested and maintained to make sure they work accurately and safely.

To stop tampering, all fixed cameras are sealed (securely locked) after testing or after any on-site maintenance.

Mobile digital road safety cameras
All mobile cameras are maintained by an independent camera contractor. Maintenance happens daily, monthly or yearly, depending on what is being checked. All findings are logged and reported to the Department of Justice and Community Safety.
Independent testing officers check, test, certify and seal mobile cameras once a year. This includes checking and testing the mobile camera speed calculation units.
Speed calculation units used in mobile digital road safety cameras are sealed after official certification testing by an independent testing officer.
Test certificates are issued for all certified cameras.

Distracted driver and seatbelt detection cameras
Trained camera operators check the trailer cameras before and after each enforcement session. This includes:
- checking the enforcement site boundaries and safety
- taking test shots to make sure the camera is working correctly.
The camera operator is responsible for routine maintenance of the system.
