Victoria’s road safety cameras, both fixed and mobile, are tested regularly by independent officers to ensure:
- accuracy of the offence detection, including speed calculation units
- integrity of equipment.

Frequency of testing and maintenance
All testing and maintenance is conducted in accordance with, and meets the requirements of, the Road Safety (General) Regulations 2019 (referred to here as ‘the Regulations’).

Testing a new location
Before any new camera is activated for enforcement, it is subjected to strict Site Acceptance Testing that consists of physical, electrical, hardware, software administrative and image assessments.
Site Acceptance Testing scrutinises both the camera itself and the location to ensure compliance with all requirements.
Additional testing
Victoria’s camera testing program exceeds standards required by law, placing the state among the leaders in Australia and overseas for speed/red light enforcement.
Victoria has introduced additional on-site testing measures (conducted by the Testing services providers) to ensure camera accuracy and reliability, including the use of:
- independent infrared systems to verify data captured by cameras for speeding offences
- independent assessment and recording of electrical measurements to ensure in-road sensors are functioning correctly.
Security of cameras
After on-site testing and or maintenance activities, each fixed camera is sealed to prevent any unauthorised interference.
After certification testing, each fixed or mobile camera speed calculation unit is sealed to prevent any unauthorised interference.
Mobile road safety cameras
An independent testing officer is responsible for the testing, certification and sealing of mobile road safety cameras.
This certification testing by the testing officer is performed on an annual basis.
Camera maintenance
A camera contractor is responsible for performing all routine maintenance on the system, with all findings logged and reported.
Depending on the routine maintenance activity being performed by the camera contractor on the mobile camera and the mobile camera car, routine maintenance can vary from daily through to annually.
Annual compliance
Independent testing officers conduct annual testing of the mobile camera speed calculation unit and issue camera test certificates in accordance with the Road Safety (General) Regulations 2019.

Camera maintenance
Prior to setup and at the end of each session, the specially trained camera operator conducts a full inspection of the site (site deployment safety checks and site boundaries). Test shots are taken to ensure the camera system is working correctly.
A camera operator is responsible for routine maintenance on the systems with all findings logged and reported.
Camera compliance
An independent testing officer will conduct checks to ensure each mobile phone and seatbelt detection camera is operating in accordance with the Road Safety (General) Regulations 2019.
